Recently, five departments, including the Department of Industry and Information Technology of Fujian Province, jointly issued the "Action Plan for the Development of Fujian's Electric Ship Industry (2026–2028)."

The plan highlights the development of marine battery power technology. It encourages marine power battery manufacturers to focus on enhancing core performance, accelerating breakthroughs in key indicators such as battery cycle life, energy density, and fast-charging capabilities. Furthermore, it calls for strengthening the R&D of modular and standardized battery packs to achieve "plug-and-play" functionality and efficient battery swapping.

Support will be provided to enterprises developing "three-electric systems" (battery, motor, and electronic control) for electric ships to increase R&D investment. The plan aims to pilot and advance the R&D and conversion application of standardized containerized battery swapping technology and high-capacity, high-rate marine battery power technology. Additionally, it seeks to strengthen integrated innovation and optimization upgrades in systems involving battery-powered propulsion, marine remote control, remote monitoring, and intelligent navigation.

The Action Plan sets clear quantitative targets to establish a mature industrial ecosystem within three years:

  • Industrial Scale: The total output value of the entire electric ship industry chain will reach 5 billion RMB.

  • Manufacturing Capacity: The province's annual manufacturing capacity for electric ships will reach 50 vessels.

  • Operational Scale: The cumulative number of electric ships put into operation will reach 150 vessels.

  • Market Expansion: No fewer than 20 electric ships will be applied in markets outside Fujian or abroad.

Core equipment products for electric ships manufactured in Fujian will be used on over 1,500 electric ships domestically and internationally.

Industrial Status: Establish an internationally leading characteristic industrial base for electric ships and a significant export base. Cultivate several specialized, refined, distinctive, and innovative ("Little Giant") enterprises and single-product champion companies.
